It is also to be noted that the proposed on.nge to new sites for troops may involve the provision of itens additional to those actually surrendered in detail in order to meet military needs, e.g. road communications, telegraphs or telephones, Supply arrangements with possibly jetties, aerial transportation, water supply, lighting, drainage, etc.

77. The debit of 2114,517. 18. 9. due in respect of over- payments appears to be a matter distinct from the surrender of aitea, etc. and a further communication will be made on this subject,

8. As regards the Pinewood area, there is no objection to possession being granted forthwith to the Colonial Government in order that its projects for road extension may proceed, The value of this area to be credited to the Lands Account should be arrived at by the Valuer referred to in paragraph 3 of this letter, which valuation it is assumed the Colonial Government will agree in advance to accept if it takes possession.

9. As regards your proposal to proceed with the reconst ruct; ion of Gun Club Hill Barracks in order that Murray Barracks may be nanded over as the first iten, it is understood that until barracks at Customs Pass are ready to receive the Hong Kong and Singapore R.G.A. difficulty would be experienced in finding accommodation for the Headquarters and 3 companies of British Infantry at Gun Club Hill,

Generally speaking it appears desirable that greene nt should be arrived at with the Colonial Govern.ant to accept tue sonene as a whole, and proceed with all the items, and the Amy Council is not prepared to deal with piecemeal agreements without very special reasons.

10. A separate communication will be made to you in respect of the proposal that the necessary reprovision works be carried out by the Public Works Department. Meanwhile, in the cases of new locations other than Gun Club Hill Barracks on which you have reported, projects and site plans should be prepared and submitted to this office, in accordance with King's Regulations, paragraphs 1035, 1036, 1039, 1041, with the necessary schedules of accommodation, and special reports on such matters, as Drainage, Water supply and Fire Service, Lighting, Communications road telephones or telegraph, Drainage and Sanitation including anti-malarial works, Hospital and Supply adiinistrative notes, Training and recreational facilities, and similar questions involved in a complete soleme. In the case of CUSTOMS PASS the lay out should provide for a second British battalion,
